On the morning of November 13, according to the unified plan of the CPC Central Committee, during the Central Advocacy Tour on the Study and implementation of the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, a Symposium was held in Guiyang, Guizhou Province. Member of the Central Advocacy Tour, Secretary of the CPC Leadership Group of the Ministry of Commerce and Minister Zhong Shan gave a lecture. More than 17,000 people attended the Symposium in the main venue and parallel venues.

After the Symposium, Minister Zhong Shan had exchange sessions with representatives of young students and teachers from some of Guizhou's higher education institutions, vocational and technical colleges, and secondary schools on basic education, poverty alleviation, ecological conservation, and youth participation in economic and social development of a new era, and publicized the spirit of the Fifth Plenary Session of the 19th CPC Central Committee during the meetings.

On the afternoon of November 13, Minister Zhong Shan visited the Demonstration Center of National Big Data (Guizhou) Comprehensive Pilot Zone and had face-to-face exchanges with enterprises and on-site workers in the zone on scientific and technological innovation, big data plus precision poverty alleviation and rural revitalization.
