In the past few days, General Secretary Xi Jinping delivered an important speech in Hainan. He profoundly summarized great achievements, precious experiences, and world significance of China’s 40-year reform and opening up. He solemnly announced some significant measures such as largely broadening market access, supporting Hainan, the whole island, building free trade pilot zone and supporting Hainan to explore the construction of a free trade port with Chinese characteristics. With Comrade Xi Jinping at its core, the Central Committee of the Communist Party of China focuses on the overall situation of international and domestic development, the major decision is made through in-depth research, overall considerations and scientific decisions. It fully demonstrates China’s determination to open wider to the outside world and actively promote economic globalization, which has important landmark significances and symbolizes that our country has started a new great journey of opening up. General Secretary Xi Jinping’s major speech enriched the theoretical connotation of opening up in the new era and was an integral part of Xi Jinping’s thought on Socialism with Chinese Characteristics for a New Era. We must use the guiding principles from General Secretary Xi Jinping’s major speech as the guidance, accelerate the formation of a new pattern of overall opening up in accordance with the strategic deployment made by the 19th National Congress of CPC, and strive for creating new situation of opening up in the new era.

Unswervingly promote higher level opening up

General Secretary Xi Jinping pointed out that, China's door of opening-up will not be closed and will only open even wider. In the past 40 years, China’s economic development has been achieved under open conditions. In the future, China’s economic development with high quality must also be carried out under conditions of opening up wider. This is a scientific judgment and theoretical sublimation of the internal laws of China’s openness and development, and it indicates the direction for opening up at the new start. We will made in-depth study and implementation of the important spirits of General Secretary Xi Jinping’s major speech, and move faster to boost opening-up, increase the level of opening up, and implement the strategic plan determined by the CPC Central Committee. We significantly broaden market access, solidly promote the implementation of the opening measures in banking, securities, insurance and other service industries, promote the implementation of measures to foreign equity restrictions in automobile, shipbuilding, aircraft and other industries, and completely lift the manufacturing industry. We will create a more attractive investment environment, complete the revision of the negative list of foreign investment, fully implement the management system of pre-establishment national treatment (PENT) with a negative list, accelerate the legislative process of basic law of foreign capital, and increase the protection of intellectual property rights. Build a high level and new banner of opening up, promote the construction of free trade pilot zone with high quality, support the construction of a free trade pilot zone in Hainan Island, grant greater autonomy in reforms, and create more replicable experience; based on China’s actual conditions, learn from international advanced experience, support Hainan to gradually explore and steadily promote the construction of a free trade port with Chinese characteristics, and establish policy and institutional system of a free trade port in stages and phases.

Unswervingly promote the construction of an open world economy　　

General Secretary Xi Jinping pointed out that economic globalization is an irreversible trend of times; it is necessary to adhere to the road of opening up, integration, and mutual benefit, and build an open world economy. We will deeply promote the Belt and Road cooperation, stick to the principle of achieving shared growth through discussion and collaboration, promote the major cooperation projects, implement the pilot projects of "Pearl in the Silk Road", develop the e-commerce industries along the Belt and Road routes, boost the trade and investment cooperation level with relevant countries and deepen the pattern of mutually beneficial cooperation. We will promote the reform of global economic governance system, take the advantage of the platforms like G20, APEC and BRICS, put forward more Chinese initiatives and plans, support to expand the representativeness and voices of developing countries in the international economic and trade affairs and help build a new type of international relations. We will actively undertake international responsibilities and obligations, put more efforts to aid the developing countries especially the least developed countries, bring out new measures for practical cooperation, support the developing countries to better integrate into the global value chain and expand foreign trade and economic cooperation, help alleviate poverty and improve people’s livelihood and boost endogenous power to realize common development.
